Special Operations Division Commander

Lieutenant Scott Marcum

Lieutenant Scott Marcum is a 25-year veteran of the Medina Police Department and currently serves as the Commander of the Detective Bureau. In this role, he oversees criminal investigations, the Evidence/Property Room, School Resource Officers, and 911 Dispatch.


Lieutenant Marcum began his career as a Patrol Officer and has held a wide range of assignments throughout the department, including Narcotics, Community Policing, Field Training Officer, Range Instructor, Sergeant, and Lieutenant. His extensive operational and supervisory experience reflects a strong commitment to professional standards and effective leadership.


A lifelong resident of Medina, Lieutenant Marcum grew up in Medina and is a graduate of Buckeye High School. He earned his degree from the University of Toledo and is a graduate of the Ohio State Public Leadership Academy as well as Leadership Medina’s Signature Class. His deep roots in the community continue to shape his dedication to public service and public safety.

Patrol Division Commander

Lieutenant Bryan Wagner 

Lieutenant Bryan Wagner has proudly served the Medina Police Department for more than two decades. A graduate of Padua Franciscan High School (1995), Lieutenant Wagner earned a Bachelor of Science degree in Sociology and Law Enforcement from the University of Akron in 2001. He completed his formal law enforcement training at the Cleveland Heights Police Academy in 2002 and has continued to advance his leadership education throughout his career, graduating from the FBI Law Enforcement Executive Development Association (FBI-LEEDA) program in 2021 and the Ohio State University Public Safety Leadership Academy in 2024.
Lieutenant Wagner was hired by the Medina Police Department in 2003 as a patrol officer. In 2017, he was promoted to Sergeant, where he led a uniformed patrol shift and focused on operational leadership and officer development. He was promoted to Lieutenant in 2022 and currently commands the Patrol Division, overseeing daily operations and personnel.
The Patrol Division is the department’s largest division and is committed to protecting the citizens and property of the City of Medina and Lafayette Township. The division’s responsibilities include responding to calls for service and emergency calls, conducting proactive patrols, and addressing quality-of-life issues. In addition to patrol units, the division includes K9, bicycle patrol, the apartment liaison program, and SWAT.

Lieutenant Wagner resides in Medina County with his wife, Kristy, and their three children..
